When looking her up, I found gelbooru.com/index.php?page=post&s=view&id=858342 and from the similarity of appearance (even though it's fanart), it seemed very likely that it's her. Since artists do sometimes not make the character look 100% accurate to what they look like in the IP they come from. In addition, there's fanart of her hair open; it's not an absolute requirement that she have bangs sticking out.
Here's the site I got it from: tonamoe.sakura.ne.jp/log/0909.html . This picture is at the bottom. From what I could find out from the Japanese (limited as my options are with that), it only mentions Haruhi. It doesn't mention Ryoko by name, but it also doesn't mention another intellectual property or anything about original characters.
If you guys still think it's not her, or find proof that the artist didn't intend for it to be her, then feel free to remove the tag again and I won't get in the way this time. But I don't see how it could be anyone else, and I don't want people to miss out on seeing this if they're searching only for Ryoko just because some people don't think it's her.

That would mean the one who drew this, didnt liked the REAL (<- even thought its all virtual ^^ ) Ryoko Asakura.
But its Suzumiya beside her and her haircolour is Ryoko'ish so yeah, lets let the tag be and all.
