Actually it's not so much that Tsubaki's got a large rack as it is that Noel's is pretty much nonexistent.

Lambda pointed it out in Rachel's gag ending, and it was hinted in Noel's segment of Help Me! Professor Kokonoe!

So did Litchi have to modify Noel's outfit to get Tsubaki to fit in it? Most of the artwork I've seen, Noel's attire isn't that...stretchy.
