I don't know if every girl with brown braids has to be madotsuki. I mean, other than her hair, I see no indication that it's her at all. Maybe the pixiv tags said it, in which case it would be her. But I can never click the source links because it gives me a 403.

The artist (xjr1250) has a ton of Yume Nikki pics, and this is the style he draws Madotsuki in, so it's almost certainly her. It is a bit strange that the pic has nothing else to do with the game, though (unless there was a swimsuit/popsicle effect I missed).
