Answer to the over 4-year old real question.
Hopefully Jupiter is the "malicious" party who is there to watch and make sure that, if the vibration becomes too much for Mercury, Jupiter can rescue Mercury in time... and then they switch roles.
...or maybe Jupiter already had her turn and this is the role-switching I suggested at the end of the previous statement.

I think the idea is actually that she has to hold it still with her tongue. If she leaves it alone, it'll fall to max. If she puts too much pressure in the other direction, it'll rise to max. Probably just an elaborate way to humiliate her by making her keep her tongue out until she inevitably gets too tired or messes up & it inevitably switches to max one way or the other.
