Well, if you take Legends as canon, then there WAS an early prototype to the MJOLNIR that had a shoulder-mounted cannon.

All of the Legends are canon besides the 1337 episode. And it was a prototype suit that was made in hopes of giving average soldiers the abilities of a SPARTAN in MJOLNIR armor.
