Mystery solved! In Dissidia 012 [duodecim] Final Fantasy, you can see up Tifa's skirt. She wears generic White Panties in her usual FFVII Outfit and she wears fancy Black Panties in her Crisis Core Cowgirl Outfit. Still no word on whether or not she wears panties in her Advent Children outfit though.
