Well...the director for XIII DID ask the character designer to basically make a female Cloud.

I'd say at least look wise, he pulled it off.

The funny thing about al this stupid comparison shit is that they actually look nothing alike. Compare actual high-res photos of the two of them and they share next to no resemblance whatsoever.
