Goku gets gradually stronger throughout his series. If chosen at a point far enough in his endless progression, he'd win. Specifically, he'd get some new powerup or training in order to win.
Batman has plot armor. Kakashi couldn't penetrate it, but Naruto could, as the main character in a shounen series.

Not really sure about the first, because we haven't really seen the limits of Superman's strength. And unless there's some Kryptonite nearby, then it really could go either way.
The second one though, is a no brainer.
Batman is so outmatched here, it's not fair (being a Batman fan, this so hurts to say). Obviously Kakashi won't be copying anything, but that doesn't mean his Sharingan won't allow him to do other things, like predict Batman's attacks, or cast a Genjutsu on him. There's also the fact that while Batman is a highly skilled fighter, he lacks the physical enhancements that Ninja train to gain. Kakashi is stronger and faster, and capable of moving in the blink of an eye; Batman can't keep up especially since he won't have time to use any of his gadgets. As far as a tactical know how, Kakashi was an Anbu, and Jounin, and a pick for the Hokage, so that obviously means he's got tactical know how; especially considering he became a Chuunin at like 5 or 6.
And finally, but really this should have been mentioned first, Kakashi has one trick up his sleeve that would make this fight last all of three seconds. SHUNSHIN!!!
Shunshin + Raikiri = Kakashi wins.
For my guy Batman to win, he'd have to pull one hell of a trick out of his ass; here's hoping he has one.

Batman would win over Kakashi. Sure, Kakashi has jutsu, and tons of them, but only a few powerful ones; those leave him drained though and their accuracy is low, making it easy for Batman to get out of the way.
Plus, Batman once beat Superman in a fist fight. (And on a sidenote, Bats is also trained in ninjutsu, so if Kakashi and Batman had always existed in the same universe as one another, they would be almost exactly the same. Team-up of the century?)
