I've heard people say rape at this so far and i'd have to disagree, if you look at Shanks' relationship with Buggy in the series, which is sort of bestfriend/Rival, then this picture makes sense in a way, considering that Buggy's face looks embarassed and nervous where as Shanks' face is calm and relaxed. In my opinion it must be like, first sex time or something, considering that they were friends for so long, it would be a little strange to suddenly be having sex with someone who has been your friend for so long, Shank's has always been the more calm person, so this picture shows him being calm, Buggy's face her is a reverse of his normal face, where well, he overacts to everything, whether he is sad or happy, he just over emotions everything, much like a clown. So, in this situation he has gone the other way and become completely embarassed and i imagine quiet too.

This is my theory.
