It's because Rosa doesn't have shit to do in this fight. There's no point healing people because it'll start instakilling long before it would kill anyone from regular attacks, her physicals don't do much damage, and she's probably not at high enough level to have learned Holy/White. So all she can really do is cast Slow on the wall, but even that maxes its effect on it after two casts. The rest of the fight she's basically standing around while everyone else tries to inflict enough damage to kill it before people start getting crushed.

Protip: Don't have Kain Jump, you won't get as many turns to attack. Also if you're on any version other than Easytype/US FF2, get the Leviathan summon before you try to fight this boss.

Also the reason Cecil's making that face is because he's been Berserked. Which isn't a bad strategy, but if people start getting crushed he won't be able to use items to revive them so it's risky. Also I don't think Rydia's going to be able to summon Titan any more.
