believe the attak cats (helcats) were empire build zoids and the command wolf was republic. which I believe would set this pic during or after gaurdian force in the show or late in the battle story time line

looks like that command wolf has been modified for Empire
Since its not carrying its standard Dual Cannon Mount/Real Bullets. Instead it looks like a Laser Gun/Pulse Laser Mount.

(Just like the Liger Zero Empire CAS Armor)
