Uhhh, Pingas, the manga artist, Oda, had nothing to do with this scene or arc. This was the animator's choice.
But if you want to talk about perverted manga artist giving kids anything sexual. In the manga series MAR, one of the main female characters got her shirt ripped in a fight and her tit was clearly seen in a few panels. And recently in Naruto, the manga artist actually allowed a cock be put into a few panels. And remember, both of these were aimed at kids or young teenagers.

Although this is from 2009, I must clarify that the anime/manga is NOT for kids and it has never been its target audience.
These works are for teenagers, young adults and adults (adolescents onwards) it has never been for kids and it even seems strange to me that there are people who think that way.
And I don't just mean the fanservice, the boobs and stuff.
The focus of these works is clearly "mature" (sometimes) for a type of audience with some understanding.
If we talk about one piece we literally have social, political, racial, class issues among many other things that a kid could not understand or appreciate, also some violent or dark moments that for an average kid is simply too much.
In conclusion, anime/manga is not for kids, generally under 14 years of age, that's why the "Kodomo" exists, a demographic that literally focuses on kids
