Probably dual-function. Chemical combustion for the initial launch and then electromagnetic acceleration for that extra, supersonic punch.
Or it could be that those aren't normal bullets, but actual railgun slugs, so the E.M.L. fires the whole thing, not just the tip.

Its obvious that the gunpowder is probably a initial launch, Then the E.M.L super charges the round out, Kind of like how a Sabot Round works for tanks I imagine. The reason the rounds look so 'small' is because there at a further distance then the gun barrel, Which I assume is pretty close to the camera or point of view. I have to say the amount of detail that goes into this kind of work is on the epic scale.
