Nope, unless the artist says otherwise. I didn't watch the anime but I checked every other pic tagged with this character and he's very clearly a dude and tagged as such in all the other pics but one and I have to assume that one was just a mistake because there's no clear indicator of gender in that pic.
I can see why you might think so though from looking at this. The shape of his sweater does make it look like he might have breasts but given the evidence I have to assume that's just because the fabric bunched up as he lifts his clothes.
