Aqua does wear panties though, at least according to the Light novel books that the only two times they showed an upskirt you could she that she had underwear on. The first one showed wearing normal white and blue striped panties as she was assaulted by slime tentacles and the other one showed her from behind where you could just make out the rim of her panties... in that case though either she wore a thong of some sort or her underwear has a tendency to ride up her butt.
