Counting GT though... after Goku left, Vegeta was the strongest guy in the entire universe. And yet he probably wasn't all that happy, just because Goku was gone and he could no longer try to surpass him (though he did several times while Goku was in the afterlife). It's a strange friendship for the ages. :(
