Looks more like the classic 'ai uchi' situation. Whoever acts first, the other will take him along to death, no matter what.
Adachi shoots, Seta can still cut his throat and vice-versa.
A tie, definitely a tie...
i was thinking the exact same thing. either way they look at this, it's a tie. hands down.

Er, look where Adachi is aimin at right now. A bullet there won't kill Souji immediately, and he can cut Adachi.
If Adachi were to aim at his head, Souji would definitely notice it, especially if you consider just when in the story they fight each other. By that point, his reflexes are bound to be almost instant...
