Chest size is a simple enough measurement. Of course he's going to naturally have a broader rib cage as a male. Seriously, just go grab a tape measure of your own. Tits or no, you still have a chest.

See, this chart has Hibiki round about where I like her. Most of the official art has Hibiki looking smaller than this, or at least smaller than Miki.

Hibiki's breast size was reduced between SP and 2. Most of the girls got a bump in their bust measurements, but Hibiki's were made smaller, evidently because the designers thought they had made her too busty for her frame the first time and she's more of a fit, sporty tomboy like Makoto, not a moeblob.
