Have you never seen hair styles throughout the 50s-80s?? Hair spray makes their hair bigger, poofier, and even stand up high. You also get hair ties to help the your hair into a direction and shape. Combine them for more exaggerated effect. This isnt some anime-only sort of nonsense. Women have done this with their hair for decades.
