No Ms. Fortune isn't a Dullahan. She is basically a representation that cats have 9 lives and her entire body is all stitched up because of an accident. She is not a zombie, but her body magically holds it's self together for the most part. It's magical in nature.

She was a cat burglar who stole something called the life gem from the mafia, when she realized they'd catch up to her with no escape she swallowed it whole. They caught her and chopped up her body in parts and dumped her corpse in the ocean. She woke in the ocean, unable to die. Turns out the rumors that the mafia boss was using it to keep himself alive despite being ancient were true. Now that it's in her blood Ms. Fortune can not die.
