From what I get, Asia is unconsciously making herself bigger in the titty department since she became a devil to better appeal to Issei. Apparently it's a trait among devils so their outside better reflects who they are overall

Well she hasn’t fully grown yet so there’s still room for “development”. Besides there’s magic, angels, demons and dragons so it’s not like it’s impossible even if she did reach physical maturity.
