The headpiece definitely screams fish or specificially angler, but the colouration kind of screams eel. I'm guessing a hybrid?

Angler fish aren't the only fish with the antenna there is also the forg fish which uses the same method but it camouflages into the sand or rock and moves the antenna to attract other fish they have a chubby body and her tail is kinda pudgy so I think she's based off of the frog fish
