I believe those are actually wires ment to heat up by the candles and then slowly burn into the skin.

Everything else I could come up with wouldn't make sense since there's nothing of harm if they would be ropes.

Actually, the candles are there to heat up the barbwire, making it expand, thus allowing for the torturer to tighten them. Then when they cool off they will become tighter and dig in.
