Because it really wouldn't help. Your IP address isn't permanent;it can change at any time. If they're lucky, the banned anon might never even know they were banned at all. Otherwise they can easily obtain a new IP address from a proxy, VPN, or even their ISP.
Bans really don't work on anonymous users. Bans are only really effective as a deterrent for users who have accounts that they care about keeping.
