Doesn’t matter how powerful you are, if you’ve got a pussy and you look good than you’re kind of screwed. Even if she were a divine being and was all-powerful or all-knowing, a penis from some nobody will still conveniently come along and strike her down.

Since the author introduced that "eraser-stone", a anti-tengu that can break othet tengus in the climax of the manga, Esdeath getting captured and raped could actually happen, most of her power comes from her ice tengu, break that and she is back to being just a normal human.
The prime-minister and Esdeath used each other, but they were not friends, if a more useful and easy to control general came along and Esdeath was giving him trouble, I could see him luring her into a trap where he can break her tengu and capture her, he would enjoy raping and breaking a strong woman like Esdeath, but he could just as well sell her to someone who could provide the necessary money/troops to keep the empire running a little longer, Esdeath has a lot of powerful enemies who would enjoy abusing and degrading her into a submissive slave.
