anon1: it's got something to do with the law. Uncensored images are considered to be 'ponrography' but when they add censors, it's considered 'art' In very much the same way that you'll generally see a woman's breasts in a video, but 9 times out of 10, you'll never see her downstairs.
It's also a perspective of the arist. Pure uncensored nudity is tactless and sleazy. "Censoring" or hiding the more intimate regions gives an aura of mysery [if only by a little bit.]

anon2 - IMHO, nudity in itself is 'art' which is in its own case beautiful. Maybe the artists whom you are speaking of believe it to be tactless and sleazy, but I'm sure many people on sites such as gelbooru would indeed agree otherwise...
