CERO does not censor, they are a rating board like ESRB. Rather, Nintendo refuses to let the game get a CERO B rating which is E10+ equivalent in the west. Of course, Sakurai can't complain about Nintendo on interviews.

Nintendo wouldn’t have been able to censor her to a degree that would’ve pleased CERO but that wouldn’t have had the fans up in arms. Simply not having her in the game was the easiest option.
