Ran is only Yukari's adoptive daughter in a sense. Their history is unclear, but it's generally accepted that Ran was taken in a a younger age.

Actually, Ran is said to be Yukari's shikigami - a summoned familiar. Just one Yukari's had for a long time (if Ran ages like a kitsune of legends, having 9 tails puts her age between 800 and 900 years).
