Its called a Manji if I remember correctly. Its a Tibetian symbol for Life, reversed it means Death.
This symbol had been around for centuries before Adolf Hitler took it for the flag of the Nazi Party and since most of Japan is either Buddhist or Shintoist its still commonly used over there with its original meaning.

This is actually the backwards from the ones Hitler used. This one is called a Sauwastika.
