I'm fairly certain this is a character from a manga in which animals are all anime people and they all go to a high school. Main characters are a pair of humans (boy and girl), a super short wolf girl, a koala girl, a sloth girl and, of course, this panda girl. Same uniform, same glasses, same hairstyle.

I don't remember the name of it though, probably had the wolf girl's name in it.
