It's actually just a camera, I'm pretty sure.
The Russians have some pretty nice cameras, supposedly, and this looks a lot like one of their setups. They call it a "Photo Sniper", as it is held and operated much like a sniper's rifle. Zenith FS series. You can check it on Wikipedia, or any number of camera and optics shops.
Think there is another Photosniper image around here somewhere...
