You know what? I think this was a genius move.
1. It proves that there's more character potential beyond what we ask for, and that Sakurai can give us something amazing out of something we didn't ask for.
2. Among all the antagonists, rivals, bosses, and anti-heroes we've been given, no character yet has represented the mobs, and what game has more iconic standard enemies than the Mario franchise?

There are plenty of recognizable Nintendo & 3rd Party Characters to use, they're not running out of ideas, nor steam. More like trying to get everyone to buy the Ultimate early with a free DLC Character.
