Maybe it's 'cause Sasuke won't let Naruto kiss him (see gelbooru.com/index.php?page=post&s=view&id=43961). This could be set after (or before, and that was Naruto trying again). If before, he could be bored and thinking of something to do, and decides to try kissing Sasuke. Or perhaps Kakashi told them to and Sasuke is reluctant.
