^over a year later, but just in case anyone comes across this and doesn't know.
A seiyuu is a voice actor, so a seiyuu joke means it's doing some kind of reference or crossover to a different character played by the same person, in this case Konata from lucky star is wearing Haruhi's head/arm bands and school uniform...well part of the uniform anyway.
