Ok, so this is futanari. Futanari is not yuri. Just because it is two "girls" does not make it yuri.

Speaking as a yuri fan, when I search yuri, the last thing I want to see is a penis. People who want to see females with penises can search futanari.

This is considered "lesbian sex" despite the fact there's a penis, but yeah, we shouldn't tag it as Yuri because as much as some lesbian girls could like it that's not so common. Same for males that think they are being gay when seeing this.
It's people that don't understand or are ignorant about it. Anyway, it shouldn't be tagged as "yuri" because most won't expect it and it's a different kind of sex between the women here...
