Backstory According to the Artist:

Kefla felt that this new gag was familiar and new, all strangely at the same time. In the
same way that the fusion mixed the outfits and the physical occurred with the
restrictions of Caulifla and Kale.
Even though the Vados ropes and tape had the special quality of absorbing and
containing all the strength and powers of the saiyans, they had a limit. The powerful
fusion resulting from the two young and promising saiyan warriors gave them enough
power and strength to break them even though they impeded any transformation as they
gradually transformed the feelings of anger into pleasure and sexual arousal.
However Vados was aware of the immense power of Kefla even without her being
super saiyan and she was ready for it. A fleeting movement of her magic staff made it so
that more tape and more ropes, many more, many many more sprouted and came back to life
again, starting their sick and methodical task.
Kefla could not believe it! Her hopes that the potaras would give her the opportunity to
sneak from Vados' punishment for her defeat in the tournament of power vanished as
quickly as her strength and power did.
