Haku was never referred to with any specific pronouns by HAKU'S OWN PARENTS.
Everyone who meets Haku simply believes the claim that Haku is in fact male, but the series does nobody any favors with the choker, androgynous voice, and baggy clothes.
In short: it can go either way because canon itself is confused on which Haku was.
I prefer female, but then again, there are people who don't. It's that simple.
