There's Faba there but not Lusamine, I wonder if her role will be different in these games, or just the same and after her defeat, Faba will reveal an agenda of his own, leading to Rainbow Rocket. Guzma and Wicke in the good guys line-up may support this.

I'm wondering if all the villain bosses are in the same dimension. If so, I can see why they would join forces under the Team (Rainbow) Rocket name.
Giovanni's kinda the only boss that still has his ambitions. He only disbanded Team Rocket so that he could get stronger, and then rebuild. The other Teams, as far as their goals, are pretty much defunct.
Aqua and Magma gave up changing the landmasses when succeeding didn't turn out the way they wanted.
Cyrus essentially abandoned his group when he went into the Distortion World.
Plasma was exposed for the frauds they were, the first time; and got straight-up whooped the second time. Ghetsis had a mental breakdown after two defeats, while Colress turned over a new leaf.
And Lysandre took his ambitions to the grave, so to speak.
