I can confirm that they didn't really have a personal relationship together in Twilight Princess, and can say with 99.9% certainty that they didn't get together in Ocarina of Time (and if they had, then TP ZeLink would be incestuous.)

Also, keep in mind that except for a few rare cases, the Link of the new generation isn't necessarily related to the previous ones (OoT/MM to TP is one such case, but it doesn't matter because OoT Link probably hooked up with Malon, the only non-sage, and therefore eligible, bachelorette).

Zelda shipping wars are a bloodbath, so I don't want to get in the middle of that. Here's the facts: While some cases, such as Skyward Sword, seem much clearer than others, Link and Zelda never explicitly start dating in any of the games. It is up to the player to conclude what does or does not happen between them, or between Link and another girl.
However, what Cia's backstory in Hyrule Warriors does explicitly state is that that Link and Zelda are "always together". While it is possible to interpret that in a non-romantic way, her actions based on that statement strongly suggest she means it romantically. That doesn't necessarily mean that any particular Link and Zelda get together (TP is particularly suspect), but it does (almost) undeniably suggest that they do end up together across multiple lifetimes.
Of course, it's important to remember that Hyrule Warriors isn't canon, so the things it implies about other games in the series shouldn't really be taken as law. ZeLink shippers should rejoice that they were approved of in a quasi-official manner, but others shouldn't give in to despair... or, more realistically, rage, at being defeated because it's not canon.
