Do you guys think that all the Zora kids in BoTW are clutch mates?

Because otherwise that says something quite disturbing about the mortality rate of Zora Tadpoles. I mean, maybe modern Zora parents chose one egg to fertilize as a population control measure. It would make sense when you're royal family and need a clear line of succession.
