It's just the major differences in pacing and character development between Toriyama and Toei.

For example. Goku as written by Toriyama; he gets his ass handed to him at almost ever major turn, usually winning through some half-hazard plan/ undeveloped move or needing assistance. But the experience allows him to perfect that new skill.

Goku as written by the Toei/ GT staff; he kicks ass in his weaker form until he needs to one-shot the boss with his strongest form/attack; leaving everyone around him as token cast members.

I just have to say this after reading a lot of the arguments going on here... Saying that Super makes Uub pointless.... Did you see what Super did to FRIEZA and Fat Buu? It basically so much as stated that strong opponents can still get even stronger. If Uub is even half as strong as Kid Buu was -- his power could be far greater than Frieza, Fat Buu, Goku, Vegeta etc. with training.

But if you really wanna try to make sense of a show -- stop using Dragonball, Z, GT, and Super to do it. You'll fucking fail... stupid fucking weebs.
