I'll get a lot of hate for this, but just want to point that:
Quetzalcoatl was a mesoamerican god in the mexica, tolteca, teotihuacana and olmeca and mayan culture... so why does this Quetzalcoatl looks like a stereotypical northamerican woman?
I dont watch this anime, but it get me curious when I look at this character.
Don't get me wrong, I'm not hating on the big breast, just a bit curious.

Your mistake was expecting the Japs to know much of anything about any Western culture that's not America/Germany, knowledge of anything else is just stereotypes. The author probably just wanted some exotic name and found Quetzalcoatl.

Who says she looks like "North American" woman? Most anime characters are dynamic in that you can just put your own biases into how they look, because usually they are not drawn with any specific racial signifiers. A lot of Japanese have skin that looks very Caucasian, and most anime characters are not drawn with Asian-looking eyes.
