He was only Blue in the English version, The game's originally released in Japan as Red and Green, so the rival was named Green in G/S, the US never got the OG Red and Green versions but instead the improved re-release Blue, split into versions Red and Blue, so they renamed the character Blue.
in Japan the girl is Blue because it was the third version of the game.
On Gelbooru I believe they always use the original Japanese version for character names.
So no, this girl is Blue as far as this website is concerned.
