Gelbooru has a tag-what-you-see policy. This means that what's visible in the image completely overrides anything that the artist has to say about it. The only time when a post's tags should be based off of what the artist says is if it's completely impossible to tell either way. In this case, there's pretty strong evidence for this being newhalf instead of futanari, so that doesn't apply.
Do not use an image's Pixiv tags when tagging on Gelbooru. They have no weight on Gelbooru's tagging policy whatsoever.
Also, "medium_breasts" is, indeed, a tag that has been discontinued and should no longer be used. Looks like the mods who were involved in that decision forgot to update the wiki after making that change to policy, but the change was indeed made.
I've changed the tags back to "newhalf" and locked the image.
