I can think of two reasons off the top of my head:

1. Some guys really get off on forcing a girl to be used by multiple guys, especially if the guys are strangers. This would work wonderfully for that. They'd probably be somewhere nearby keeping an eye on her so they'd know how much she got used.

2. It's an extreme case of bullying by her female classmates. They stripped her, tied her up and gagged her in a public men's restroom so she'd be raped. They wouldn't blindfold her, so that she has to watch herself be violated.
