Clearly Zora are not regular fish or amphibians. They wouldn't be the only species that developed "breast feeding" while not being a mammal. Pigeons being an example of a bird that produces milk as well as a Discus fish for a fishy example.
The method of breast feeding is odd though. Why two breasts (if not just for fanservice) if you lay many eggs? Normally the number of nipples is greater than the average number of offspring so that the mother can feed them all. By having two nipples and 12 eggs (that we can see on screen) the Zoras are producing more offspring than they can possibly take care of. If we looked at this not as a fictional character but as a real organism it would be more practical for Zoras to have 1 child like humans or have one breast with many nipples like dogs and cats.
But this is porn so....
