How does Queen's Blade get away with the shit it pulls?

I've been wondering that about most ecchi anime for a couple of years already.
Stuff like this and Seikon no Quasar for example. Its basically hentai short of actual penetration, and yet it passes for "normal" anime.
Now I'm not complaining mind you, but its still incredible to me what anime gets away with in japan, while in the US the barest hint of...anything is enough to get it censored.

I'm not sure what your talking about Anon2. Most of the extremely sexual anime shows like Seikon and Manyuu got censored to hell and back when they were on air. You could barely tell what was going on sometimes. If I recall correctly the same thing happened to Queen's Blade during it's original run.

Also this is from an OVA and OVA's typically don't air on TV and are included with things like manga, novels or extras to an anime DVD/Bluray set meaning they can get away with much more explicit content. Not uncommon really and it isn't something exclusive to America.
