Actually, though not clearly designed for it, some other species are capable of rudimentary swimming using their wings. Some fishing eagles are known to swim their way out of a lake if their prey was too heavy to yank out into the air, for example.
Of course, it's hardly swimming like a penguin can, more of a hapless winging-it across the surface with assistance from their light frames, but they can do it. Feasibly Papi, with her humanoid frame and superior body strength (seriously, the gal can heft around a lamia, confirmed heavier than a fucking anaconda), could swim fairly well.
