Actually Green Greens already did have full blown penetration in it's final episode. It wasn't aired but it did happen. And it was censored with white light but still that's likely all you can do in something that isn't technically classified as hentai.

It's purely delusional to think that anime will any time soon (heck it happening in our lifetime is highly unlikely) will show visible genitals. The only reason we got hentai uncensored over here is because of American companies licensing them. Japan has pretty strict censorship laws. Don't see those going anywhere soon.

*Small correction but the scene was referring to in Green Greens wasn't censored completely with white light. Only the male genitalia was (you never saw the female genitalia).

But whiting dicks out to censor them instead of mosaicing them and calling it "not quite porn" has been a thing in manga for a while now. That's how Aki-Sora got away with it. Until they made new law to prevent it.

Come to think of it dumb action fantasy with lots of nudity has also been a thing for a while. Maybe we'll get an anime of Adam in Puberty soon. That'll be the day.
