Now, I can't read a word of Japanese, but I think maybe this is what's going on:
Sumeragi finds an old picture of herself wearing a school uniform. On a whim, she decides to dig up said uniform and try it on. It fits, so she decides to go show off to the boys. Lockon likes what he sees, but Setsuna and Tieria, being their usual emotionless no-play-all-business selves, give a reaction that Sumeragi finds unacceptable. She somehow forces the two into school uniforms.
